AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a report released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
